Russia’s Foreign Minister says Syria’s leading opposition group is refusing to attend peace talks in Geneva because Western powers are either unwilling or unable to persuade them to take part. Moscow and Washington are both staking a lot on the talks as a way to find a solution to the deadly conflict.
